I think the wards are supposed to weaken the wyvern enough that a dragon rider or another person can come up and plainly kill it with not a lot of effort.

The first rebellion happened becuase the people who did it figured out what got figured out in Iron Flame/the end of Fourth Wing and it seems like the wyvern cant cross the wardline and could possibly die within the wards

I like that it went from Dain yelling at everyone about earning rider black to chaos erupting after a bunch of people got incinerated.
